The concept of a climate loss and damage fund has been a topic of international discussion, particularly within the United Nations Framework Convention on Climate Change (UNFCCC) process. This idea has been advocated mainly by developing countries, which claim they are the most vulnerable to the impacts of climate change despite contributing the least to global emissions.
The concept is based on the principle of "loss and damage" which states that even with the best mitigation and adaptation efforts, some adverse effects of climate change are inevitable and will cause significant harm to economies, ecosystems, and communities, particularly in the Global South. As such, there is an argument that wealthier nations, which historically have contributed more to carbon emissions, have a responsibility to support those countries facing the worst impacts of a changing climate.
